Were the colonists on Eden Prime indoctrinated?

I wondered because of Rana Thanoptis and the salarians on Virmire.  They were indoctrinated.  I doubt Sovereign was there all that long.

Why wouldn't Sovereign be there? That's where Saren's base was, and the ship was hanging out on the other side of the planet while we were there. Seems likely that's where Saren parked when not attacking places like Eden Prime looking for beacons. It's also possible the salarians were indoctrinated via experiment rather than directly by Sovereign. That's how studies work. Who knows how long Rana was there? Months? It's not like the work on the krogan could be done overnight. That base was operating there for a long time.
