Maybe more ambient conversations or words? Kind of like how the Citadel DLC party had random laughter and chatter in the background followed by some random stuff from a squad member.
That's all I can think of for "immersion". Any other suggestion or complaint I have would revolve around gameplay or store mechanics, which would derail this thread.

Random NPCs that are there for flavor (not the ones whose conversations you overhear to pick up missions) ought to move around more. Also, some of the turian C-Sec officers should be female. There are both male and female human NPCs all over the place, and salarians look the same no matter their sex, but for some reason all the female turians remain hidden away It's noticeable and weird. Also, some children of various species in the refugee camps would help. DAI has the same problem.

I would add some Black Sabbath, Ozzy Osbourne, Van Halen, Led Zeppelin, Iron Maiden, etc to listen too while going up and down the elevators. Add a few restaurants. Maybe a McDonalds, Swiss Chalet and a few others. I would have a sports bar so my Shepard can walk in to see her Panthers kicking a** against whoever. As an easter egg, have a videogame store that has a copy of another Bioware game. Or have a copy of Mass Effect with Shepard making a comment about it.
I would add an Elcor playing a few instruments with a hat on the floor for folks to toss a few credits into. Characters standing outside shops wearing a sign that says 2-for-one sale.

What bugged me most about the Citadel in ME3 was that the embassy area is suddenly located somewhere completely different. I would have liked the embassies, or at least the human, volus, and elcor, embassies to be similar to their ME1 location and appearance. Maybe have Dominic Osoba in the human embassy of ME1/2, and Udina in his new office. (Maybe add the hanar embassy nearby, and have the 'offices' part of the ME3 embassy level be reserved for the other councillors, so to have a distinction between the embassies and council areas.)
Also, more life in the Spectre Office. We meet Jondum Bau at its entrance, but otherwise it seems like it is a 'Shepard only' area. It would have been nice if that area were bit larger, with an actual conference room or something. Add a few other Spectres now and then, that prepare for missions, share intel, or talk about the situation in the galaxy, and suddenly that office seems like it is not only there for calling miranda and spying on hanar.

Know this zoom out choice was due character models being less detailed to fit in more characters in the hub, but the ME1,2 and ME3 Citadel DLC zoomed in look is more immersive. So curious if this could still work for ME3s lower polygon models.

I think I would have liked a wider, more expansive map like how ME1 structured the Citadel. Everything kept feeling so small and cramped instead of walking through a vista. Ironically, the elevator loading screens were less annoying for me when it came to immersion.

The conversations were also cute and the whole thing was referenced in the Citadel DLC. I would have loved if both Ashley and Kaidan had been able to remember it together.

I can't quite get behind ME1's elevators as they currently are but with a few tweaks I think they would've been cool. Shorten certain elevator rides, you just know some of them are padded out for immersion. Also, the player can bring up there inventory in an elevator but it pauses movement. I think it would've been nice to look your armors or something while the elevator is moving.

Ah, the fond memories of reading how Kayshley would originally die in the council stand off in ME3. Now that's something I would like to see it.
Other than that we need more Fornax clubs. For a xenophilic empire, they are curiously absent from the public view.

I always found the location of Huerta Memorial Hospital to be problematic. A single floor, super narrow hospital located in a terribly inconvenient place - it just doesn't make any sense.
Overall, the Presidium of ME3 was just too small. I get that they wanted to make it faster to navigate, but I think they made a mistake. After all, a major theme of the trilogy is exploration. I loved exploring The Citadel and Omega from ME1 and ME2 - it made me feel like I was truly discovering a city. They did this by having plenty of corridors, shops with shop keepers to talk to (not just bland terminals), bars, statues and lookouts. They also varied the height of spaces accordingly; big halls had high ceilings, plenty of dramatic stairs versus the underground levels that were tight, low ceilings and lots of artificial light.
They also broke map consistency. The Embassy map was already established, why reinvent the wheel for ME3? For a game that considers carrying information forward, I found it odd that they wouldn't extend that same principle with location layout. You've already imprinted the layout and orientation of the Presidium and Embassies, why not build off it? It would've made more sense if say, Aria took over Chora's Den and expanded it to look like Purgatory. Or if the shops we influenced in ME2 still said "This is Commander Shepard and this is my favorite shop on the Citadel"

The glass side allowed you to perceive movement and get the impression of the sections being connected, just a loading screen doesn't do that. The conversations, and announcements added to it as well. And when it neared the end or in the beginning you could see a vista of the new location you were arriving in. There only flaw is they were designed for the 360 so they took way too long. With faster loading times they would be near perfect.

You guys know that there is a mod for the pc version of ME1 which shortens the elevator rides (but still leaves them long enough, so the conversations can play out), right? As for the OP's question, I think I would put Purgatory in the Wards (or at the very least on the ward side of the ring, like the refugee camps and the docks. Never felt quite right to me to have this weird night club in the middle of all those embassies. I also agree on the issue with the Hospital, it is a very weird location and design.
