Given he could literally turn every Qunari to stone by a single blink at the end of the game I'd say yes if he wanted too. He was a the end of the da yat least as powerful I think as Flemeth is.

Maybe he can? I'm more interested in what he gained when he absorbed Flemmeth/Mythal's soul into him. Did he do it for extra power? Or to make up for the power he lost? Clearly he couldn't turn people to stone before absorbing Flemmeth/Mythal's soul, so was that ability originally hers? Or did he simply absorb magical energy from her in order to regain abilities he previously had?
If it is the first option, then perhaps he can turn into a dragon after all. If it's the latter option, then maybe he has his own shape he can transform into. I can't really remember the convo with Morrigan back in DA:O, but didn't she say that you had to spend some time observing the creature you wanted to shapeshift into before you could do it? So if he was just regaining his previous abilities, then I wouldn't be surprised if he can actually turn into a giant wolf.

Depends on if he knows shapeshifting, I guess. Even the most learned mages end up having blind spots in thier knowledge, or otherwise unable to perform certain forms of magic.
But I'm willing to bet Solas has at least partial knowledge in shapeshifting. Why? Because he is heavily associated with wolves, and not in the same way Ghilain'nain is associated with halla. And since Fen'Harel is not attributed to creating wolves or commonly keeping them as company (or keeping any sort of company for that matter), I can only be lead to assume that they associated wolves with him because of some other aspect....and my gut is telling me its not just because of the wolf pelts he tends to wear on his person.
But can he turn into a dragon? Well your guess is as good as mine.

I think that he is fully capable of shapeshifting if he wishes. Whether he would transform into a dragon might depend on the symbolism as much as anything. Since the Evanuris regarded the dragon form as reserved for them alone, as divine, since he denied his godhood, may be he would refuse to adopt their status symbol either. It could be why he preferred the guise of the Dread Wolf because it distinguished him from them. He is depicted so often as an actual wolf that I am sure he did use that form and it was not simply something used in art as symbolic.
Other gods used forms other than a dragon too. The sacred animal of Dirthamen is a bear, which could account for that strange bear embracing the silver horned women in the barn at Skyhold (Dirthamen and Ghilan'nain?). Falon'Din is associated with an owl and it may well be that he could transform into such a bird if he wished.

I don't see why not but I'd rather not see Solas turn into a dragon and have this little trick be reserved for Flemeth/Mythal and her descendants (aka. Now other people have suggested this was probably one of the Forgotten Ones, possibly Gelduran. However, I have often wondered if this servant of Dirthamen was actually Solas in his younger days. What if the punishment Elgar'nan decreed for him was to serve Mythal in the form of a wolf? He was punished for his Pride/Solas.
For one moment there is an image of a shifting, shadowy mass with blazing eyes,. Does this not sound like the images of the Dread Wolf we have seen?

It sounds more like The Formless One to me. Well I suppose the punishment could have been that he could never take a form again. However, the Formless One is one of the Forbidden Ones, like Xebenkeck, who were exiled from the lands of the Evanuris after they fled the war against the Titans, so I think that means he is not the Sinner Against the Gods who committed treason by daring "to fly in the shape of the Divine".

It would seem from the story of the Sinner Against the Gods that the dragon form was only exclusive to the Evanuris because they decreed it that way, not because only they had the inherent ability to do so that was denied to others. Morrigan explained about shape-shifting that it depends on the person being able to study the creature and then get into the mind-set of it. It is basically an act of will. Anyone with the gift of magic can potentially be a shape-shifter but to achieve something like a dragon would require lengthy study and a greater effort of will than for a wolf or bear. Solas would have the necessary strength of will to accomplish the feat but, as I say above, he might disdain taking the form of his despised enemies.
