Just out of curiosity, why not? Multiple reasons. For starters: 1. Creating unique armor sets for each character means less sets overall. We saw this in Dragon Age: Inquisition where there were only about three sets per person. Funny, this didn't seem to a problem with all the alternate skins in the base games of GTA, Saint's Row, Dead Rising, Arkham, or Marvel's Spider-Man . Because you were The Inquisitor, and not a Seeker? You don't see Clark Kent putting on the Batsuit, unless it's very specific and limited circumstances. What's wrong with character's having expressions of their own unique identities?
I never played Andromeda so I can't comment on it, but as far as Jack or any Asari... biotic shields?
What if a character is allied with your group, but not actually apart of it? What if it's stealth mission or civilian function? What if you aren't actually running a specific organization, but just a loose association of individuals?

1. Good for those games. Bioware is not the maker of those games. The Inquisitor only had a few options compared to Hawke and the Warden, and I guarantee you it was because of a lot of resources going to other characters. 2. Nothing wrong with them having unique identities. If they want to wear something on their off-time that is unique to each character I'm all for that. But when it is combat attire there should be as many options as possible. 3. Biotic shields don't protect against environmental hazards. 4. You should still be able to equip them and yourself in the equipment you want, rather than there being arbitrary limitations. We can equip them and us with pretty much any weapons we want, so why not armor as well?

I suppose we shall simply have to agree to disagree, as we seem to have different preferences on the Gameplay versus Story scale in this regard. Your interest in control and customization looks closer to the Gameplay end, whereas trying to maintain what the characters would actually wear and use being better for my immersion, is closer to the Story spectrum. I still hope we can get a decent compromise in DA4, where Companions have one or two unique skins that level with them, and allow players to equip them with whatever we like. Maybe we could craft copies of the iconic sets, recoloring them and adjusting stats?
