I failed to trigger her paramour state after doing a pretty basic run. I didn't flirt often with her and but after her Loyalty Mission I did do it, and her response was also flirtatious. Then I helped PeeBee (also did casual sex) and flirted with her and got her love confession scene. I said yes but then realized Cora was out of the picture for me so I reloaded and said no instead. However neither in her last plot-related Tempest conversation nor her 'Rose Garden' scene on Eos did she paramour with Ryder and then going to the Meridian she just gave friendly advice on the bridge.
When does Cora's romance lock in? (or out?) Why can I only romance PeeBee this time?
