A warrior inquisitor gets the option to study the path of the Reaver with Breaker Thram, with one of the quests being that of gathering three "Infusion Primers" from other Reaver hopefuls. What exactly do we think Infusion Primers are? I suppose they can be constructed, but Thram believes that to proves one's ruthlessness, they should instead be taken by force.

Well, I googled the word "primer," and the definitions that seemed most likely to be relevant involved instructional reading material. If that's what we're dealing with it would likely have information on how you go about consuming (or injecting or snorting or whatever) the dragon blood.
Barring that it would probably be a substance that gets you read to drink the dragon blood... which I'm not sure would be needed since from all I understand Calenhad just did it straight from the tap.
Did Thram actually say or imply that you could create it yourself, or was that just a guess? If she said or implied that you could create it then yourself then it's probably the latter, since nobody who can create such a book actually needs to do so for their own benefit.
