The only characters I can think of would be the one's on the Citadel. The reason why I say that is because there is no slide showing the Citadel. No idea if it's been destroyed or not. Yes it's an assumption, but without knowing, I will say folks on the Citadel did survive. That would include Bailey, Verner and Jenna, and Chambers aka Felicia Hannigan.
All the squadmates would be dead. Even Kasumi who is on an Alliance ship during priority Earth. The same with A/K, if Shepard refused to bring them back on the SR2. Why they would be dead is because the ships have no power, going by Hacketts ship. His ship is floating in space. He will eventually die from starvation and/or lack of oxygen.
The crew on the SR2 are dead since no one exits the door though a couple of folks believe a few could be alive. The issue I have is if ems is below 2600, the thrusters are seen being ripped from the fuselage. No way the ship should be in one piece like it is on the planet. It should be in pieces with everyone dead.

Do we know the Citadel survived Low EMS? I'm thinking it didn't. Maybe the Catalyst is a form of Reaper and maybe it isn't. What we do know is that the Citadel is a mass relay and all of those were destroyed.

Where is the guy who picks up the helment? He looks like one of the people who were fried on earth but clearly wasn't if he is picking up Shepard's helmet.
I thought the Citadel would have been the first thing to be destroyed. Don't we see that happening? Also begs the question where exactly were the man and child at the end? How could they know anything of the story if their ancestors were simply left stranded on some distant planet? Or did some people actually survive on the Normandy and they are their descendants?
Probably best to assume everyone we knew is dead on low EMS destroy. You have to be pretty negligent to get that anyway

Or maybe Powell, the "slept on the job guy" from ME1 assuming he survived Cerberus in ME3. Maybe he slept through it all again if he's lucky.
Liara, because you just know she wants to ninjamance some other poor sucker in the galaxy. (Guaranteed she even survives Harbinger's death laser because "space magic").

She embraced eternity with Harbinger. I do like all of your suggestions, though. Powell fell asleep behind a Reaper and he was fine.

Even in the slides the damage seen is exactly the same. I don't have an answer as to why the Citadel isn't seen, if ems is below 1750, but my assumption is that it's not destroyed.
