I know Mass Effect Galaxy for IOS is no longer available to buy so I wanted to ask if anyone knows if it is possible to access extra dialogue for ME2 that this app provides? Or is it lost forever if I can't buy this game?

The Mass Effect Galaxy app adds no extra dialogue to Mass Effect 2.
However, after completing Horizon, you can meet a Salarian named Ish on Omega. If you have Miranda or Jacob with you if you talk to Ish for the first time, they will mention having worked previously in the past (referencing an event that takes place in Mass Effect Galaxy). The extra dialogue will be slightly different depending if you have only Miranda with you, only Jacob with you, or both Miranda and Jacob with you.
The extra dialogue between Ish and Miranda/Jacob is always available in game, regardless if you have played Mass Effect Galaxy or not.
For the record, i have never played Mass Effect Galaxy myself.
