Been having a discussion with some modders about Ambassador Dominic Osoba (the dog-tag mission giver). All of us agreed that we remember hearing that he is Udina's successor, we checked the wikia and it also claims he became Councillor in the aftermath of the coup, and on one of the wikia answers someone claims to have shown video evidence of it. I then checked the text files for ME3, but it is not mentioned there, and the audio for news updates and Avina lack this as well.
Is it just us collectively misremembering something or not?
Does anyone else remember hearing that he became the Councillor?

I remember seeing it mentioned somewhere too. I think there is one of those news feed/messages/reports (that plays in the background of some levels) that mentions it. Something along the lines of "acting Human Councillor." The only time I can recall maybe hearing it is after Rannoch.

Something along the lines of "acting Human Councillor." The only time I can recall maybe hearing it is after Rannoch. I wonder if it depends on how quickly the player does Osoba's mission. The message the Wiki states indicates that no one has been selected.
I could see this easily changing if the player does the mission before this newscast is set to trigger.
I personally can never hear the announcements clearly in ME3, so I'm afraid I've never noted either the above announcement or any about Osoba being councillor.

They are spread out a bit. However, the wikia for Osoba does say he is temporary Councillor, which makes it confusing. The closest bit of evidence I can find is that Avina says that the current human Ambassador is Dominic Osoba. But we know he is the Ambassador for Earth when we meet him.

It's possible that so many people have come to the same assumption due to that line.

Benning becomes available after Sur'Kesh at the same time as Priority: Tuchanka. That is a rather small window before the coup, but I guess most (at least of us) have completed this mission and returned to Osoba with his son's dogtags at least once. Each time i still got the same news message you posted
The only post-coup anouncement i remember w.r.t. the council-office status is that 'all human council-responsibilities are temporarily taken over by the asari embassy' (paraphrasing). I think this plays whenever one gets close to Udina's office, and is not a new-broadcast like the one you posted.
I don't think I encountered any news flash or codex entry specifying that Osoba takes over for Udina.

I thought I remembered hearing background news that the Alliance didn't have a Councilor following the Cerberus Coup. It was a concern but there really was no one to replace him and the Alliance hardly had the time to see to promotions. One wiki talk on the subject contained alleged proof in a YT video (which no longer exists). Others said it only stated he was an ambassador, something we already knew.
