I know that Spectres are only made from Citadel races. So out of all the realistic candidates, only a Drell Spectre would ever be a possibility unless the Krogan or Quarians or Batarians reconciled themselves with the Citadel Council.
However that being said, let's ignore that part and talk about which race would make an awesome contribution to being Spectres.
Batarians: Tough fighters. Probably a good reason why Aria picks them to be her 2nd in command and probably a good reason why they dominate the lawless Terminus systems. Their foundation in the Blue Suns shows they already have what it takes to make good operatives. I honestly don't see any good reason why the Batarian operatives, if given Citadel Tech, would be any worse than Turians or Humans.
Krograns: 'Nuff said. This hypothetical Spectre would be a fantastic wrecking ball on anything. Not the most subtle. But Krogan Spectre would tear anything and everything apart to get the job done. And they likely would.
Drell: Probably already Spectre material, based on their assassin training. In fact there might already be Drell Spectres that we don't know of.
Quarians: Probably the least likely of the 4 to be Spectres. The Quarians in Mass Effect are not exactly known for their military prowess, so much so for their struggle to survive, scavenge, and anti-Geth technology. Nevertheless, they do have strong soldiers like the Quarian Migrant Fleet Marines. I just don't see them being able to make the cut due to their frail constitution outside their bodysuit, a huge glaring weakness.
Vorcha: Just for fun. But Vorcha technically can adapt to anything biologically. They have probably the fastest reflexes, perhaps even going faster than Salarians. The Void Devils show the potential the Vorcha have in terms of combat ability if given a healthy environment to grow up in (keep in mind Vorcha live only 20 odd years!). So hypothetically do you guys think a Vorcha could be literally bred and raised to be the Ultimate Spectre? Or at least just a Spectre? Again this Vorcha Spectre would only be with us for a max of 10 years.

Obligatory: volus biotic gods. btw. gotta slightly disagree on the quarians: unless you fight hand-to-hand or you're a krogan or a vorcha and can make much use of it, physical durability doesn't mean much for survivability in ME – shields make up for virtually all protection, armor's purpose is more like what WW1 helmets were intended to be. And also, geth would do.

I think the biggest problems quarians would have would be they need alot of maintence with their health and suits which is not a good thing when your gonna be in very dangerous situations. Vorcha would be good except for their short lifespan. By the time they get their training and good contacts to get info from they would have less then two years left to live. I the a drell who is trained would be great. Their ability to have perfect recall would be a great asset when it came to gathering intelligence. I wouldn't trust a batarian to act in the councils interest to be honest. And they don't have any special powers which makes them on par with humans. A krogan would be good if they are able to use their brains and get past their agrresion. Wrex would make a great spectre in my opinion. Their ability to heal well and take alot of damage and be hevily resistant to toxins and poisons as well radiation would defiently be an asset as well as their multiple organs (like having three hearts). However their physical strength wouldn't be as important since guns are a great equalizer. Personally I think a well trained drell with biotics would be the best of that list because of their perfect recall. It would just be so useful for intelligence gathering. I would say the drell seem zen which helps in that line of work but we have only seen two if I remember right. In my opinion given those attributes they are the best in your list as and probably on par with asari in terms of being a race that is biologically inclined in that work. The reason for asari is that they have centuries of training and since they can live so long they can get alot of contacts which is important in that line of work. Plus most have natural biotics and the time to refine them. Plus while I think it's taboo they can get info out of someones head like aria did to that cerberus general in that omega dlc. That would be a very useful skill. So I would say drell and asari would be the best in terms of natural gifts that would be spectres

Of the races you mention, a Krogan is most likely to actually be a Spectre.
A Drell -- specifically a Drell Assassin could also likely be a Spectre considering their assassin training and experience. Hard to say if the Hanar would allow it considering how few (relatively speaking) Drell are left and how many Drell would actually be trained as assassins.
A Quarian Spectre seems unlikely. It seems Quarians rarely leave the flotilla except for Pilgrimage, exile, or for approved scientific or military missions.
Batarians Spectres are also highly unlikely given that the Batarians broke away from the Citadel and have strained relationships with other races ever since.
As much as I love the idea of a Vorcha spectre, it is too unlikely given their short lifespan and the amount of training and experience required to even be considered as a Spectre.

I agree with Red, but I'd like to add that I actually think the Volus could be viable candidates. They're obvously smart and shifty... and like the Salarians, the enemies would "never see them coming"; that is, never expect them to be spectres. I almost half expected Barla Von to secretly be one who was secretly keeping tabs on the Shadow Broker.

Yeah but the krogan are are not trusted and even if you found one that wanted to be one and wouldn't be crooked or betray them.
I think that the relatively small number of drell wouldn't be a problem since it would only be one or two. I imagine that if a drell was offered the opportunity to become a spectre the hanar would go ape shi* in a good way. It would raise the hanar and drell up in terms of prestige.

I did indeed point that out. I think The Original Trilogy has the best lore. ME:A has nothing close.

Now I'm curious. Why in the world would you put a krogan in the spectre branch? Because you want a lot of things to die with a badass one-liner? More seriously, Spectres are supposed to be the "best of the best". Spectres are mostly shown to be picked for their combat and tactical prowess (Bau and Kaiden/Ashley in ME3 notwithstanding). Krogan live long lives, rivaling that of the Asari. Krogan are naturally aggressive with a history of violence and war, which means lots of combat experience. It would make sense that a Krogan at some point would be considered Spectre-worthy. Not all Spectres are not exactly subtle, either. In Mass Effect 1, the Alliance estimates there are under 100 Spectres, but boy do people know in a hurry that Shepard is a Spectre. From the novels and in Mass Effect 1 we learn Saren does not exactly handle missions with a delicate or subtle touch. See also Tela Vasir in Mass Effect 2 (and Cerberus News Network during Mass Effect 2). See also the first Spectre, shown in the Mass Effect 3 Citadel Archives (Citadel DLC). For the most part, the Mass Effect games have Krogan NPCs fit a narrow template, but you can also say the same about the Volus, Batarians, Elcor, and Hanar. I just figure a Krogan would be the most likely Spectre candidate from the options provided in the opening post.

Spectres serve the Council.
Batarians tried to bully humans, who responded by kicking the Batarians off their space-lawn and then the Batarians tried to petition the Council claiming to be the victims. When they didn't get their way, they cut ties. So while it's possible for a "rogue" Batarian to be a Spectre, there are just so many blocks in the way, so it's unlikely.
Drell are already sworn to the Hanar, so that's a major "conflict of interest". Even if it weren't, you'd have to convince the Hanar "owner" to release their "ward" indefinitely.
Hanar are literally the squishiest species to date, and are EXTREMELY conspicuous. Any matter of stealth is basically off the table for them, and combat scenarios just make them wet pin-cushions. There's a reason they use the Drell for "violent solutions".
Krogan are incredible combatants, but that very strength is what shuts down higher-brain functions. Spectres need to think-on-their-feet, not JUST shoot things. Not to mention the literal centuries of bad blood between them and the Council.
Quarians are already mistrusted, so adding the tension and unease of having a Spectre around would be prone to escalating the situation or prevent any thorough investigation.
Vorcha can't handle the discipline, and too easily fall victim to stupidity (grain of salt, but nonetheless). They CAN be trained, but the amount of hand-holding required negates the purpose of being self-sufficient.
Elcor are very uncomfortable with travel, which being a Spectre requires. That and their speech patterns and deliberate thinking are "too slow" (I say that very loosely) to be effective as a Spectre.
Volus are a protectorate of the Turians, by choice, but their physiology is very disadvantaged in ways that are fatal if compromised. Their financial skill would a unique asset though; funding and outfitting an independent team to complete their objectives would make them a "Spectre-Quartermaster".
To be completely fair, I think it's entirely possible for any member of the above to become a Spectre, but there are hurdles that have to be addressed first.
Humans got a Spectre on-board prior to becoming a member of the Council, but that was a highly unusual circumstance. That, and Humans tend to buck the curve whenever they can, those upstarts.
But if I had to guess at which species would be next to get their Spectre... I'd say Quarians, assuming Shepard saves them/reconciles them with the Geth, since the big shadow hanging over the species would no longer be present.
