I'm not sure and haven't been able to find specific information on this... but I think the wrongful conviction of murder is what complicates it. It wasn't that he was just charged with the wrong crime, he was convicted of the wrong crime and was innocent of the crime of which he was actually convicted. I'm not sure if he could subsequently be charged with attempted murder since that would, in effect, mean he was being tried twice for the same action... that is, slightly different charges but based on the same incident. Definition of double jeopardy per Wikipedia (https://en.wikipedia.org/wiki/Double_jeopardy): "Double jeopardy is a procedural defence that prevents an accused person from being tried again on the same (or similar) charges and on the same facts, following a valid acquittal or conviction.[1] Interpretations of the concept seem to vary from country to country, so I'm not saying that it for sure applies, just that it might have been something the writer of the quest was trying to imply.
Tann does not really just let him go though. He does, in effect, sentence him to community service. If you followup on the quest by visiting the Cryo Bay afterwards, he will be there requesting to be put back into cryo because he's still being treated like a murderer. So, in a roundabout way, justice does get served.

Let's see...
Aggravated Assault, 2 counts of attempted murder, lying to investigators, and obstruction of an investigation. Yeah, logically (especially with admittance of intent) he's leaving the cell for half a second before the Pathfinder boots him right the F back in. Even if you agree with his assessment of the situation (which I and my Ryders do, btw; Reynolds was being a prideful ass) he attempted to weasel out of the consequences and once confronted about it was unrepentant about his 'supposed' guilt. Like the mayor of Crestwood back in Inquisition; kicked HIS ass off to prison as well.
As it stands, letting him go is the more fitting punishment than exile, as he is abandoned by his wife, made a pariah to the Initiative, and is shamed into returning to cryosleep (which honestly won't help if the AI carefully maintains its record keeping).
