The strategy here, I'd think, is that Anthem 2,0 is an attempt to bolster BioWare's reputation with a Hello Games/No Man's Sky like "see, we care about our game and our customers" attitude before they go on the PR offensive with their next product DA4 (which will possibly also have GaaS elements). They need to show that they can still do shit and don't just go for money grabs at this point. And with EA at their backs, they should also have financial means to do this. And from EA's perspective, this has to be the strategy as well.
EA had much better games than Anthem that they didn't even try to salvage. It's really not a No Man Sky situation. It's a Battlefront 2 situation where they want to see if a small team can keep the game floating and getting revenue while updating a few times a year. The difference is, the BF2 team was competent, knew how to work on the engine inside and out and had experience with the type of game. For Anthem it's a completely different team situation, which is why the updates lack so much. The other thing that it could be is that its only 30 people now. Game development ramps up and if this is just a concept and prototype stage of development you don't need a lot of people to work on the game. Just using assets that are currently in the game while testing different combinations and idea doesn't need 100's of people working on it. I do doubt it will ever have the size of a full development team behind it for that could make it too risky. Any article I have read in the past the first stages after the board room meetings and ideas phases is pretty small for they will just have grey boxes for content in completely texture less areas. So if they have the benefit of having a lot of already existing assets they can draw from until they really need to start creating new content for the biggest problem for me like most looter shooters was the gameplay loop so who knows if they really need to just throw a lot of people at the problem either.

Yes, I suppose a plan is better than no plan, unless it's a cock-eyed plan. I mean, the plan for Anthem 1, one must admit, was glued together by clueless mgt that allowed itself to be put under the gun be EA.
