Is there a cap on slow mechanic that we can inflict on enemies? Paladin Sentinel and Collector Adept can in theory push it to 100% while using Cryo rounds. And Volus Engineer to 95%

Maybe there is but i'm not a 100% sure.
But even then stacking slow on top of other pre-existing slows doesn't seem all that useful compared to the usual "What does more damage, what makes the target take more damage, how do I do more power/weapon damage, etc", I don't believe it's crossed anyone's mind wanting to make X target/s slower or if anything it's just not brought up often compared to what I mentioned earlier.
There can be a few cases where slow could be useful, but it's very situational that I honestly wouldn't bother trying to prepare for those few cases in advance.

Sure it's no meta, but I am personally past that point and try to add more spice to the builds as long as it makes at least some sense. If there is no cap, slowing an enemy 100% could even make it stop attacking for all I know (like stasis for armor).

Many thanks! I have been googling this for days now. It was driving me crazy. The other link you left suggests that the cap is at 80% movement penalty. I'll try to check that library just in case.

Is there a definite answer on an ability going over 100% and what happens?
I've been suspicious of head shot multipliers for a while.

Hmmm. Interesting. I've been playing Volus Engineer for the last couple of days now and it truly seems like the enemies are at least 80% slower. Cryo's slow is 35% and both of his mines give 30% each, so there shouldn't be any glitching going on. I use Falcon on him now but it worked with Collector SMG too. As my friend would say: "What are these baby steps!?"
