An interesting idea. As he says, back in DAO there was this to an extent, as only certain classes could have certain skills and talents, so you had to rely on others if you didn't have them yourself. It would also give you some grounding in the world rather than making you the member of some faction from the beginning. So you start with your class and basic profession and build from there.
