Well you gave me an idea for my Cerberus Phantom Commander. Well What If Cerberus Phantom Commander and his cell was the cell that T.I.M sent to check that area out and report back.

Ashley reacts interesting in ME3 with Legion and he even saves her from flying into oblivion but the VS and Shepard going into the Bahak Relay would have been hot given that they would catch fire for being next to Shepard unless Shepard decides to paint it as if the VS tried to stop the player but even then, too many complications for ME3 but the VS could have been on the ship Hackett came into looking at the outside of the Normandy and asking the Admiral how the player is before Hackett telling them that they should wait to contact him.

Now the weapon that was used to stop a Reaper could present itself a nice option as Hackett assigns the VS and Shepard decides to investigate the weapon and both teams end up meeting each other. This would present Williams (in my example) leading a Salarian and a Turian that she was assigned to lead as part of another Alliance Outreach program (after Cerberus activities that aren't Shepard). They can have their talks and the players are given the chance to either be honest (from the suggested mind chip to Tela death) as well the Bahak Relay incident or be some j----- and end the relationship there, if they don't do the mission, you have to do the bull rushed ME3 relationship building. After the mission we find that her team ship met with mechanical problems which we agree to help and she comes over the Normandy to have a look around and she meets the rest of the psychopaths Shepard was recruiting which, to and Alliance soldier must have been wilder than Wrex back in the first game. 

Depending on how Shepard had behaved (was or not unfaithful, was more loyal to Cerberus than simply using their gear) things could have gotten spicy and more so than what the meeting with Legion would have gone but personally, I prefer to have them meet Shepard and Company on that mission we go to install the Reaper IFF that we ran into an Alliance Patrol and the VS was there and got us a communication line to Anderson and the Council and we explain to the Alliance Captain how he thinks that he is holding us hostage and not that Shepard was allowed into a ship which he and his crew could incapacitate them and commandeer it. We then share the intel we accumulated up to that point and then we get the call from EDI, the mission to the ground cannon could still work but the schematics we found were for the cannon instead.

Like I said to the person you quoted, a combination of what all three of us stated could have worked: the Cerberus Phantom Commander decides to try and break the relationship Shepard has with A/K but fails miserably early on if:
-Miranda handed her resignation to TIM as we destroyed the Collectors Base;
-conpleting Overlord and saving David;
-our responses.
The Commander is the first prototype of the Phantom without Reaper tech but gives us a hard fight. He could give us a new way to talk to TIM and inform him of the Bahak incident (how his temperament is depends on the Collectors Base) and the VS gets their first look at the man who leaked false information to make them a bait for the Collectors. To which we decide the fate of the Phantom Commander and if we leave him he leaves Cerberus along with any surviving member of his team plus the gun schematics can be a new War Asset as something that can be mounted for a main gun in a Dreaghtnaugh and if we kill him we lose him as a potential War Asset and his surviving team doesn't join in 3.[/quote]


Well The Commander gives  insight to the nature of Cerberus Phantom and how re take control of entirety of Reaper Controlled Cerberus and use them as an asset.  Also there will be a new faction that players as the Cerberus Phantom Commander has to fight against while gathering and saving members of Cerberus. Also his surivial will be important if you want to save T.I.M. and restore his sanity to what it was. Cerberus Phantom Commander and his team has the tools, equipment and other resources to cure people from indoctrination and reaper tech.

Also in addition to having the technology to save people from reaper indoctrination, he did give a copy of the super cannon to be fitted on to the ships and space stations to Shepard and various leaders in such a way that Reaper Sleeper Agents that he is not aware of.

Good lord, all this well put, fancy ass speculation about possibilities is quite good, but,
