Just a quick note: I was inspired by this Peddro' test post on concussive shot. This build is just purely for FUN and for those that want to play the Human Soldier in a different way. It's not as effective as AR/Grenade build and not meant to be the most efficient build, but it is still good enough for Gold+ gameplay. Plus, you have two Human Soldiers to work with, so you won't be wasting a respec-card or promoting if you find that this build is not for you.
What this build entails:
The main stars of the show are Concussive Shot and Cryo Ammo. How do the two work together? Through Concussive Shot's two evolutions: Shatter and Shredder.
As people may or may not know, Shatter increases damage and force done to frozen targets by 100%. In other words, it doubles the damage done by Concussive Shot if the target is frozen. What a lot of people may not know is that since the recent patch, this also applies to chilled targets. So this means Shields, Armor, and finally Barriers as well.
Also, since the patch, Shredder has also been buffed from 100% additional damage done to organic to 200% over 10 seconds. This translates to triple the damage.
Now, Shredder actually benefits from Shatter. What does this mean? It means the Shredder effect also gets doubled in damage. Concussive Shot, alone, can reach a maximum of nearly 500 damage with the the passive bonus power damage evolutions, Power Amplifier IV, and Mental Focuser. With Shredder and Shatter, against frozen/chilled organics you're talking about 1000 initial damage, and 2000 damage dealt over 10 seconds, total of 3000 damage! For a power that you can spam every 1.5 to 2 seconds, this is no small deal. Best part is that the DOT stacks much like Reave.
Finally, Concussive Shot gets a 4X multiplier vs Barriers. If we factor in Shredder and Shatter, it would be a whopping 4000 initial damage, and 8000 damage over 10 seconds vs chilled Barriers, total of 12 000 damage! Deadly against Collectors, Phantoms, and Banshees.
Here is the my variation of build.
Any good ammo-effect-applying weapon (Collector SMG, Talon, Acolyte, Falcon, Krysae, Adas, Scorpion, etc.) would do fine. If you don't feel comfortable with a no-fitness build, you can go for 36656, allowing you make use of the 50% bonus weapons damage with a tougher Human Soldier.
How to use this character:
It is very simple. Prime enemies with Cryo Ammo, spam Concussive Shot whenever you can, and shoot in between cool-downs. Throw Frag Grenades against spawns, big crowds, and bosses for massive burst damage. Don't play against Geth since they will laugh and stunlock you to death for mistaking them as organic. (Actually, it's still pretty effective against the Geth due to the amount stagger-locking you can produce.)

Edit- You could also try this build with the Turian Soldier specced with a "Damage Taken" Proximity Mine. The 20% damage increase is a multiplicative bonus, so you're doing 1.2X the total damage Concussive Shot would do. Against chilled Barriers, you'd do 4800 initial damage and 9600 DoT over 10 seconds. Thanks to Simbacca for this tip!
Also, if you feel like you can do without the Fitness, spec out of it completely and dump all the points into AR instead for extra weapons damage against non-organics and survivabilty.
This build is still extremely effective on Platinum given the amount of Phantoms and Banshee you will come across as well as the whole Collector faction if you happen to fight them.
