I completed the squad elite and combat mastery (2) and it won't reset Squad Elite is at 112% but 8/8 challenges completed and Combat Mastery says 100% but 11/12 challenges completed. Help?

Squad Elite is a one and done. It doesn't reset.
Combat Mastery: maybe check to see if one is within a sliver of complete, but not yet there.

Double checked and combat mastery is definitely complete. All 12 say 100%. I've also completed it before. Not sure why it won't reset.

I'm thinking the problem might be related to the fact that I played a game with someone who was cheating. I threw a few grenades and it completed my grenade requirement of Combat Mastery which at the start of that one mission was very low.

That's super annoying. Did you ever try reaching out to Bioware? Doubt they provide much support for this game if any anymore. I think crashsuit asked to someone connected to Bioware to look into this problem and another one related to N7HQ not displaying anything for accounts made past 2018 but I never got word of a fix, I don't really care much at this point.

I'd suggest trying the ME3 EA Answers section, but odds are low. I assume you already lobbed some more grenades and still stuck? Bummer if stuck for good. On the other issue with newer accounts not updating: I have such an alt-account. And somehow, they did fix some of it (hours, challenges, inventory, Characters work. But N7 & Challenge Pts do not). And it still has the associated in-game connectivity issues.

I know they used to be able to run a script to fix it for everybody, but that was back in the long ago, when there were people who actually had jobs that involved keeping the N7HQ stuff running.

If that doesn't work, and no solution is given here, by all means take it to the EA Answers I linked previously. There's a guy there (Holger1405) who will usually get back to you within a day with some technical fixes to try. Just be as specific as possible with your problem.
Good luck! Believe me, I know how frustrating these problems can be.

Thanks for the advice, I checked the EA Answers and someone had the exact same problem I am now. There was a link to social bioware that made mention of a script they were running to fix the issue but that was back in 2012. Nothing I can use unfortunately but I posted a reply to ask for help.

Also didn't work for me. I really appreciate all the help guys. Did you at least get the DLC's installed back and working? If not, that's something Holger1405 (non-BW gurru @ EA answers) could certainly help you with.
But for the "reset", yeah, Brojo's probably your best bet. I think those links to (old) BSN were probably referring to the scripts he ran.
