This thing has a near dot reticule and a similar range to the Makos main gun. With a headshot multiplier I was bopping Batarians from on the top of a mountain near the minefield on X357.
Is this a deliberate change a bug or has this always been like this and I was just missing out?

Deliberate change. The Kolyakov shotgun (I believe) fires only one very-accurate pellet per shot. Look at the weapon description.
In the original Mass Effect 1, while all weapons had different stats, they all felt the same because they all fired the same (same rate of fire, same number of bulletrs fired per shot).
In Mass Effect 1 Legendary Edition, they changed how a bunch of weapons work. For example, some assault rifles are fully-automatic, while others fire in three-round bursts or five-round bursts. Check the weapon descriptions for information about weapons. Some weapon descriptions are actually useful in describing how the weapon works.
