I noticed this about Jack last night, it looks like they wanted her blonde. lol. I just chalk it up and say her biotics have something to do with it. Personally I was never a fan of her new look anyway, so her hair color doesn't bother me that much. Her face still looks great though, and that's all that matters to me. As for Kelly, yes, they fucked her all up.

I think with Jack it was an attempt to give her hair hightlights. Which looks bad, because she was the one character in ME that had brown hair.  Or it's a lighting thing. Sometimes my Shep's hair looks super shiny yellow (she's blonde). I don't have a good screenshot though. |

I think the scalars, or shinyness, remains unchanged from the original. It's new textures and colors, like Jack's hair, that often look worse than the original.
Some of the skin looks bad. Vega looks like he has gold flakes on his face. Anderson has copper. Commander Bailey looks like he rubbed baby oil on his chin, in an example of shine definitely being added.
I always hated blonde hair in ME3. All hair looked like ass in ME1. In ME2, you could get decent looking blonde hair. It actually looked less plastic than the darker hair colors. In ME3, it got reversed. Dark colors suddenly improved, looking less like shiny plastic helmets. Meanwhile, blonde hair got a silly, yellow plastic appearance. Sigh. I quit making blonde Shepards for good because of it.

Kelly looks even worse in ME3, since she's sporting two different shades of blond instead of Red. Is the person in charge of Kelly simply colour blind or an out right red hair hater?
PS: I and others have brought this up in bug reporting over on EA's site.

They butchered Kelly in the legendary version of ME2. Why did they have to change her? To match what she looked like in ME3 because you see her for 1 encounter in ME3 and only if she fed your fish in ME2? She was very attractive and had red hair and green eyes in the original ME2. Now she just looks bad.
As for fixing this in a patch... Bioware: "lol."

I've never liked the blonde hair colour in ME games.
But then again, I much prefer platinum blonde so that's probably more of a personal preference than anything.

With Jack BioWare gave her grey streaks to show the trauma she’s been through, which wasn’t very well done unfortunately. With Kelly her face is exactly the same, the main problem is the lighting, hairstyle and colour. The hair parting should have been flipped the other way like in the original ME2 and made less voluminous / Karen-like. Weirdly they flipped the bob hairstyle Kelly uses after changing her look so I wonder if someone put in the wrong code and never fixed it. The colour is still gingerish but it’s far darker (more auburn) and with the bad lighting it looks brown. Originally Kelly had a bright light on her face but this is completely missing in LE. In ME3 she’s even more wrong looking because they messed up the colour so she’s blonde before she changes her look. BioWare have never been good with hair, it looks bad in all their games. However the look of it has been improved compared to original ME3 and several weight issues were fixed. It’s just a shame they half-arsed it and didn’t put more effort in, they needed an easy win after their recent disasters. Some things have been improved a lot with LE but other things have been left completely broken.
