I had heard a rumor that it would be easier to reach level 60 on a single playthrough of ME1 with Legendary. This does not seem to be the case. The XP requirements for each level still grows exponentially, requiring 862k to reach level 60 (this is nearly double what is needed for level 57).
However, when importing a ME1 character to ME2, the criteria for import bonuses seem to be lower now. At level 57 (29 under the new level system), the ME2 import gets the same bonuses at level 57 that previously required level 60.
I was also (pleasantly) surprised to see the game still respects prior saves. So you can load up an old save near the end of the suicide mission, re-finish the game, and from then on new games get the Long Service Bonus.

How much XP did you get at the start of the game? It looks to me like they might have implemented a sliding scale based on how many levels your import is below Level 30 (Legendary system) or Level 60 (old system). Level 29&30 LE would get the full bonus, Level 27&28(LE) might get the full bonus less 4,000 credits and 1,000 minerals... so the XP might also have been slightly lower than full 4,000.

I'm pretty damn sure I didn't start ME2 with 340+K credits! Was that an ME1 import after you had completed ME2 once previously? If you're imported back from ME2 (into ME2), you won't get any of the transfer from ME1. If it stayed as it was, you'd start with a flat 200,000 ctredits and 50,00 of each resource with your previous ME2 XP intact (capping at Level 30).
If it was your first playthrough of ME2 (and you started after the patch), you should have only gotten between 120,000-150,000 credits to start, since the ME1 import bonus has two parts. One that is based on the character being rich (10% of ME1 ending balance capped at 100,000) and another based on Level. In the old system that used to be 20,000 credits below Level 50; 30,000 at Level 50; and 50,000 at Level 60.
Therefore, after you played through ME2 once and imported a ME1 character, you'd get the ME1 Level bonus, the ME1 rich bonus, and the ME2 Long Service bonus, which would equal 320,000 to 350,000 credits (depending on your ME1 Level).

I thought it stayed at 5,000 of each mineral between Level 50 and Level 59 and then jumped to 10,000 of each mineral at Level 60?

As Far as I know, the saves on the Xbox One between the old game and the new one aren't compatible (at least not without pulling them off the Xbox and running them through a save editor, which I don't do). I'm not even sure that's possible since the saves are buried in the "Save Data" cache, of which there is a separate one for each of the old games and a single one for all of the Legendary Edition games that Xbox Live works from when managing each profile's cloud storage. At any rate, I'm old and not computer literate enough to attempt messing with it. I'll just continue playing through ME2 from scratch.
After the reduced the ME1 credit transfer, I put that Insanity ME2 save on hold and started a new save in ME2 (without an import) on an easier difficulty. It started with 0 credits and 0 for each mineral. It also started with 0 XP and is earnly XP at the lower rate for each mission. Cash is very tight and I really have to watch when I buy upgrades and the DLC guns so that I don't run out of money for fuel and probes.
I'll continue that Insanity save after I complete the game once, so that I'll start earning XP at the higher rate.

I remember having to have level 60 to get the 10k, but don't remember how it dropped off at lower levels.

Yeah, I'm on my first import into ME 2. I could use a bit more credits though, I forgot how much stuff is at Fortack's alone I wanna pick up. Yeah... but I took a lot of flak here earlier for even suggesting they add a little extra to the 100,000 cap on the ME1 import bank transfer (after they added in that cap), so I wouldn't count on them changing it again.
