So I have their first power unlocked and am past the parts needed to unlock their 2nd but neither of them will trigger the required conversation. No email from James and Ash just says hello.
Is there something else I need to do or is it back to the save editor?

I'm not sure I understand? There are no conversational bonus power unlocks in Mass Effect 3. You get all squad powers right from the start.

I think chugster means the bonus powers for Shepard that you receive from your companions. Like you get warp ammo from Liara and carnage from James.
If you've talked to them enough, that conversation, for James at least, should trigger right after the Coup attempt. Not sure about Ash.

I got both of James' powers on my first playthrough.
•You get Fortification after "dancing" in the cargo bay post-Mars.
•You get Carnage after the N7 talk. I got an email for this post-Citadel Coup. After reading the email, I could invite him up to the cabin for the talk.
I had Kaidan last time, so I'm hoping Ashley's work.
• You get Inferno Grenade as soon as she rejoins the crew. This has happened for me. There was no pop-up, so I need to check in the medbay.
• You get Marksman after visiting the Memorial Wall with her family. I got an email about it after completing one mission post-Coup. (For me, it was rescuing the Cerberus scientists from Gellix. I took Ash along.)

Is there something else I need to do or is it back to the save editor? I had James bonus power unlocked after the conversation in the cabin when he's talking about joining the N7 program. I let Ashley die on Virmire but I got Kaidan bonus power after doing the Cerberus scientists and after talking with him in the Crew Quarters.

So i am just about the hit TIM's base and still no carnage, James is still playing poker at the docks and no email has shown up...I would replace Energy Drain but its odd that i couldnt get Carnage
