Hello, So, when importing a character from ME to ME2 on a brand new play, technically I shouldn’t have access to any Bonus Power, yet I was prompted to take Flashbang (Kasumi’s). I hear it’s a common bug. But my question is: are Bonus Powers still tied to Achievements, like before? Meaning, if I unlock a certain Bonus Power, and then load up a previous save, same play through, just *before* doing the corresponding Loyalty mission, will that power be available for retrain? I know that used to be the case in the original game. Thanks in advance.

Yes, bonus powers in ME2LE are still based on achievements. You can complete a loyalty mission to unlock the bonus power, then load a previous save to use the bonus power.
NOTE: Stasis does not unlock as a bonus power after completing Lair of the Shadow Broker. If you are on PC, you can mod/edit it back into the game, but you are kind of out of lock if you play on console.
