Last time I played ME3, Cortez died on Earth because I missed something important. This time I'm trying to fix that. Chatted with him on the SR2 (when he was crying), was asked to meet at the bar on Purgatory, and he's not there. I've checked a few times. I found an old message on another service that says it can't happen until Tuchanka is complete. I've dealt with that, with Samara, with Jacob and with Javik. Still not there. Any suggestions? I'm almost tempted to use a save mod to check off that it happened.

Have you talked with him twice on the Citadel? After the memorial scene, where he says goodbye to Robert, he will send an email. Shepard receives some war assets. Did you get that email? In case you didn't know, if you see him twice on the Citadel, he will survive in London. Shepard doesn't have to see him at the bar.

The reason why you never got an email during the dlc is because you didn't talk to him. If you did, you might have a corrupted save. If you have a save before meeting him the first time, or at least before seeing him crying, that might fix your issue. As a suggestion. If you do go back that far, I would say start a new game since meeting him the first time isn't too far into the game.
