You'd have to be an exile. From the Ambassadoria, perhaps. But it's doable

Given that the odds of having to go up topside are 99.99 per cent, you wouldn’t be a non-surfacer for long.

I'd love it if we got to be someone from the Ambassadoria, but I guess it depends on whether the protagonist is actually from Tevinter or not.

I think there is a greater likelihood of one of our companions being a non-surface dwarf; I'm really rooting for Kal-Sharok. However, I suppose, as previous poster has said, our PC background could be the Ambassadoria, which would be a complete contrast with DAI. So long as it is from something other than the Carta or similarly dubious surface organisation, I would be okay with it.
I suppose much is going to be down to whether they go for different backgrounds for different races or one background that could fit any race or class.

I read the title as "What are the odds that we'll get to play as a non-surfer dwarf?" ... Well there have been a lot of coastal shots. May be we won't have mounts this game but will glide across the ocean on magic surf boards. Dwarf: Hey, I've only just got used to the sky and you want me to cross the sea on that! Then our challenge is to get them on board (literally).

Are dwarves of the ambassadoria surfacers or do they have some kind of legal license to go topside? In any case, I agree. Anything would be better than playing as a Carta thug again.

Are dwarves of the ambassadoria surfacers or do they have some kind of legal license to go topside? The entry in WoT is somewhat ambiguous. It says that every major city in Tevinter has their own equivalent of the Ambassadoria, with dwarven houses that may have been in those cities for generations but particularly singles out the embassies in Qarinus, Neromenian and Minrathous as being completed subterranean, so they are still considered within the Stone and retain their caste, which presumably means the others dwarven enclaves are above ground and so their occupants are considered surfacers. However, Tevinter regards them all as foreign dignitaries rather than citizens of the Imperium, although I have previously pointed out that presumably that doesn't apply to casteless dwarves from either Orzammar or the subterranean embassies (or the Carta for that matter). Now the fact there was an Ambassadoria in Qarinus is intriguing because, provided the current writers remembered this fact, it would be interesting to know what their relationship is now with the occupying force of the Qun. Also, I wonder if the subterranean embassies still have access to the Deep Roads or whether they completely shut off access when they were overrun during the First Blight. Anyway, there is scope there for our PC to play a sort of quazi dwarven noble from any one of the cities mentioned. If their family was trapped beneath Qarinus, may be their motivation is to get the Magisterium moving to liberate them. Also, I assume the Qarinus Ambassadoria had particularly close links to Maevaris and may be Dorian's family too, so that would give us an intro with them.

I wouldn't mind playing a LOTD Dwarf - preferably one from outside Orzammar in the Kal-Sharok equivalent.
My guess though the DA Dwarf companion this time around will be a Kal-Sharok native working in the Ambassadoria as Diplomat to the Imperium. Just like how Sten is the introduction to the Qunari in Origins or Dorian for the Imperium in DAI, he/she pretty much plays the same for Kal-Sharok.

I can see us playing a dwarven ambassadoria background, having had to flee the city your enclave is in/under because of the qunari conquering it.
As much as I would love to play a Kal Sharok dwarf that strikes me as a background that would need a playable origin to do it justice as kal sharoks first debut. I don't expect them to bring playable origins back so I agree it's more likely we'll get a kal sharok companion as a window into their culture.
But gosh I hope we get to visit the city.

My guess though the DA Dwarf companion this time around will be a Kal-Sharok native working in the Ambassadoria as Diplomat to the Imperium. This is unlikely unless relations between Kal-Sharok and Orzammar have improved considerably since DAO. The principle one being that Kal-Sharok do not recognise the authority of Orzammar or their king over them. Harrowmount was very traditionalist and insular, whilst Bhelen very much in favour of accruing as much power to himself as possible even if he was more outward looking. Whilst either of them was at the head of affairs, I can't see relations with Kal-Sharok having thawed. So any representatives of Kal-Sharok are likely to be in an enclave separate from the Ambassadoria, although that could raise some interesting dynamics in itself. There are a lot of unanswered questions about Kal-Sharok. How did it survive cut off from the outside world to such an extent that no one was aware they had survived until the Dragon Age? Or was there a faction in Tevinter, even in government may be, that was aware but knew to keep it secret from the other dwarves to maintain their exclusive access to Kal-Sharok? From the War Table mission in DAI it would definitely seem they have very strict criteria that they expect people to stick to if they wish to work with them. What secrets may be found in their archives (Memories) that may have been expunged from those in Orzammar? Valta seemed to suggested that this may have happened at some point. Do Kal-Sharok know about the titans, either from Valta or having reconnected with one in their own region themselves? Do they in fact have recorded a time when they were enslaved by the elves, which was possibly why they destroyed any thaig willing to help the refugees from Arlathan, rather than simply wishing to avoid upsetting Tevinter. This is why we must either have a dwarf companion from Kal-Sharok or visit there in DAD. If our hero is from a different dwarf background, that might add to the tension and difficulties connected with them.

I can see us playing a dwarven ambassadoria background, having had to flee the city your enclave is in/under because of the qunari conquering it. I know it would be a sort of repeat of Hawke to some extent but it occurs to me that being a refugee from the Qunari/Tevinter war would also fit every race background, with just a different backstory given for each, pretty much as we had in DAI. Dwarf: Your family has been a respected house in XXX for generations but were forced to flee by the advancing forces of the Qun. Elf (non-mage): You are a first generation Liberati, whose parents earned their freedom and had built a successful trade in XXX, now forced to flee.... Human (non-mage): Your family were respected Soporati merchants living in XXX, forced to flee.... Vashoth/Tal-Vashoth (You/your family had managed to escape the Qun and you were trusted bodyguard to XXX, now forced to flee..... Mage (human or elf or even vashoth* may be): You were a member of the XXX Circle of Magi and assigned to duties in the city of XXX, forced to flee.... *It occurs to me that even a Tal-Vashoth mage might be welcomed by the Tevinter Circles. A mage who had managed to escape the strictures of the Qun could pretty much be counted on for their loyalty and could give some important insights into the workings of qunari magic, so the Tevinter leaders would probably realise it would be better to treat them well rather than simply enslave them. You could also play such a PC in a variety of ways, either totally opposed to the Qun or, having now seen something of Tevinter society, realising that some aspects of the Qun did have their merits, just not collaring and sewing up the mouths of mages.

I'd say the odds are zero but it would be cool to have recently exiled dwarf as a backstory...actually reflected in the storyline of our PC.
