We seem to have two competing stories as to who recommends Shepard to the Council as a SPECTRE. At the beginning of the game we have Udina, Anderson, and Hackett all discussing Shepard and then Udina ‘making the call’.
Then, we meet Nihlus, and he tells us that he put Shepard’s name to the Council as a Spectre candidate.
Was Nihlus ‘the call’ Udina made? How do we think this went down?
I ask this because it informs my Shepard’s background. If it was the Alliance, I’d say War Hero, if Nihlus, I’d say Ruthless.

Haha. Never thought about this. I choose to see it as the Alliance selecting Shepard as their Spectre candidate, and that Nihlus just happened to back that choice. Although, maybe it could also be that completely separate from one another both the Alliance and Nihlus chose Shepard as a Spectre candidate, and thus that is why the Council even considered it. Actually, the truth is that an Alliance lobbyist paid Nihlus to support Shepard's candidacy. LOL.

There is a VI conversation in the Citadel (DLC) archive adding a bit of detail. It changes according to your ME1 choice (Hero/Ruthless/Survivor).

I would say that the conversation starts before the mission, maybe a couple of months. The three of them are discussing what could humanity do to have a place in the galaxy, and then the most proeminent figure is Shepard. Udina makes the call as in having him recommended or at least put in a good word for the Spectres, but since humanity isn't part of the council or the Spectres, they can't appoint or put forward that matter, so it depends on Nihilus, which Udina could've known, since he was the human ambassador and had many contacts around the Citadel.

This actually makes a lot of sense. Nihilus was willing to check Shepard out to see if they were really worthy of being a Spectre. It wouldn't even be difficult to place a turian aboard a joint turian/human ship to make it seem like the turians also had a vested interest in seeing the Normandy succeed.
