I remember back in the 2000s most American space fiction was right wing Baen stuff.
But since 2011 American space fiction has experienced a revival.
Did Mass Effect contribute to this?
Or did BSG play a bigger role in contributing to the return of scientific and social American fiction?

IMHO: Yes, they did. Remember that other major sci-fi series like Star Trek, Star Wars, Battlestar Galactica, Stargate, Babylon 5, and Firefly were either in hibernation or not far from hibernation and the only major sci-fi franchise that was around at the time was Halo. By the time ME3 came out Star Trek had been rebooted and Guardians of the Galaxy was about to come out, and Star Wars...well we all know that story. Now regardless of what you think about those films and shows they were rebooted.
It filled a void that was there and certainly helped proved that space based sci-fi opera could be successful. Now how big the impact on sci-fi ME had only time will tell.
