I picked Treviso, because of the way Lucanis stated his case with civilians dying and paintintg a surprisingly specific picture of the Blight getting into the canals to cause further harm - and the case for Minrathous being elaborate political conjuctive mumbo jumbo, plus my own thinking that if any city in Thedas is in any way better prepared to deal with such an attack than all the others, it'd be Minrathous.
Not saying it was much to go on or realistically expecting a difference in value, but from what information the game chose to give me, the decision was clear. Always save people that can immediately be saved first, always. Deal with next situation at next point of action. Parameters on the interrim may change either way, focus on securing results whenever possible. All that drill exists for a reason.
*cough* I may be too militaristic and set in my ways, but it's just another instance of a so-called philosophical dilemma for comfortable people with the intention to make "real life" appear terrible, but really only reveals the value of actual principles in emergency situations. Yeah, that trope's sort of a moral trigger for me.

Must say this decision was a lot tougher then it was initially presented as and given that it was actually pretty clear that this was going to be a raid...but that the entire city of Minrathous was in the crosshairs apaprently versus the entire city of Treviso. But they did a good job setting up pros and cons to each one as well. Just ultimatley Oliver couldn't have handled seeing his home fall to the Venatori. He hates the Venatori with a passion and thus would be very annoyed about his city falling to a military coup from them. So off he went.

Just went there and found the merchant selling some stuff for Neve, but it's not where I can upgrade the reputation to unlock better store items. I was looking for the merchants I can sell loot to to upgrade their stock. Is that blocked now or am I looking in the wrong place after all?

You can gain their full alliance/strength by selling that merchant whisp loot, but iirc it was stated somewhere that the Rank itself would stay at 2. You can still find companion gear upgrades during quests and in chests, and some upgrades can be done via the Lighthouse Caretaker, but not sure if that is what you need.

Minrathous.
There is a huge war coming, Treviso is a pretty fake Venice but Minrathous is the "capital" of northern Thedas. The Magisters are a**holes but their powerful magic saved Thedas from the Blight and from Qunari before.
It is like risking New York or London to save Cannes or Atlantic City, or the Citadel to save Eden Prime. I mean, not even a dilemma.

It's really pathetic that TEVINTER fails to save its capital from a dragon and a cult that was crushed 10 years ago without one rando's help.

Treviso, because, as mentioned, you can kill Venatori and they stay dead, but you can't easily kill the Blight. Unfortunately, the game did not give me the opportunity to manually murder them all, despite the party's ability and willingness to do so and the Venatori's desire to die to the party's blades and spells. Could anyone please share the long-term consequences? For Neve's last quest if Treviso is chosen: The "Lawful Good" option is locked out because "Minrathous is in chaos". I would assume that it is similar for Lucanis, but his choices seem less impactful either way.

I have read it's still very much possible but with the potential bug I'm getting nervous... Edit: Seems like I'm not the only one with this problem upon further investigation so it looks like a bug.

Treviso is an actual italian city very close to Venezia but without canals... when i went in Treviso (in tehe game) and saw hot the city was, i thought "The name is Treviso but they built it like Venezia"

I strongly recommend everyone to play the game twice and choose a different option each time. Now if you are only going to play once, you can make the choice biased towards a potential romantic decision between Neve and Lucanis (though granted this is so early in the game, chances are you know neither of them well enough). Choosing not to help a city won't instantly lock you out of romancing these characters - but it will get you much closer to it.
On a moral standpoint, having gone through this predicament twice, I must say Treviso is hit way harder than Minrathous. Treviso is blighted and destroyed, while Minrathous is under new management (Shadow Dragons out, Venatori in). So if you want to choose morally, I would say Treviso is the one.

I was playing as a Crow and romancing Lucanis so this was pretty much a no-brainer though it was still a cool choice. It'll be interesting in future PTs where I am not strongly tied to either.
