I think the character art style clashes with the bleak tone of the story. Just to give an extreme comparison: You can't put Kena from "Kena: Bridge of Spirits" in Silent Hill because the tones don't match. I also think there's an inconsistency between the characters. Some characters look closer to realistic (e.g. Neve) than other characters with more exaggerated features (e.g. the First Warden).
Environments look great. No notes there.

NPCs look okayish, environments look pretty good but enemy design is horrible, mainly darkspawn and demons. I just wonder what goes on in those meetings when they decide to completely ditch the creature designs from previous games.

The character designs are like an unholy mixture of Pixar + uncanny valley which is in sharp contrast to the rather nice environment.
Meanwhile, Origin's dated character art style works with its equally dated environment design making the game age like fine wine...ironic no?

The character art speaks for itself. The environmental art is gorgeous and it's a shame. Heard them years ago remarking about fauna when they were revealing sketches of Veilguard. Had a thought that it was concerning that they weren't gushing about character writing, choices, and things of that nature, but I brushed it off as being paranoid.

I'll be completely honest, having now finished the game and started a second run and in total having around 300 hours in it - I still don't get the hate for the art style. I feel like people were under the mistaken impression Inquisition was aiming for photorealism, when the reality is Veilguard's style is always what DAI was trying to be. You can see it in so many characters - hell, there's a breakdown of how they designed Cassandra's head in DAI's art book that shows how she was made up entirely of strong geometric shapes just like Veilguard's characters are. It's just Matt Rhodes' style in 3D, only Veilguard pulled it off more successfully this time. All subjective of course, as is the way with art, but even as a crusty old day one Origins player, I think Veilguard looks great.
(In the interest of fairness, I will concede I wish the heads were smaller - I always solve the issue by making Rook's shoulders as broad as possible but some NPCs definitely need smaller noggins)

I've mentioned this before elsewhere, but I think if these key items were addressed, people would be less polarized about the game: 1) Character details needed more features, such as pores and more defined wrinkles. You could argue that this is moving more towards photorealistic, but I would say it approximates closer to Dishonored stylized graphic style. 2) Bloom reduction. Character faces DO have more detail when bloom is turned waay the hell down, if not outright removed. 3) Go back to heroic body proportions. I think this element alone is what likely drew a lot of critiques, but people couldn't quite place it during the initial preview rollout of the game. People are used to this style of body sizing, so it's going to be jarring when someone opts to go with the typical human body proportions most other developers don't bother with (including with BioWare's earlier titles).
