Problem is if no one likes the characters, no one will bother investing into the story regardless of the story's quality.

Not the problem I have. The characters can be as likeable or unlikeable, bland or memorable as they'll be, what matters to me in regards to what Walters says is how well they're tied to the plot they eventually started making. You can think up really striking characters but doing that first and then finding a plot might throw you into the issue of suddenly shaping up a story that's incompatible with all those characters. I hope they at least thought about how the characters are relevant to the plot because that's one thing that felt missing in Inquisition at times, since companions literally join you because they're like "Hey, I want to join you cuz the Inquisition sounds great!"
