They breed like frogs and force their males to fertilize a certain percentage of their eggs to determine sex.
Its illegal to have too many girls on Sur'kesh because it would reduce the value of breeding contracts. Leading to a fall in Cloaca prices.
They wouldnt have this problem in Andromeda, no Salarian Union to oppress their right to procreation, so as long as they have breeding vats to squat down in they should well be fine.
Edit: They also mature quicker, so while we spend 18 years as kids they go to college at 14.
40 isnt so short in that sense, its about as long as you'll get as a functional adult before age sets in.
