I don't know, if the beer thing isn't a bug, then it's at least very weirdly implemented. I didn't even know that scene existed until way into my second/third paythrough and I only discovered it by accident. I did the headbump thing with him because it always gives me fuzzies and I saw the beer option when I came back to talk to him. But since I wasn't actually going to romance him, I reloaded the whole segment and did the friend route and since I wanted to drag out the tempest dialogues a bit, I didn't pick the beer thing and went on to do some story stuff and that option was gone forever. I only learned that you could only trigger it in his room when I was at the point of the game where he wouldn't be going to his room at all anymore. I don't think it was meant to be that hard to get, because players like me who choose to stretch out the dialogues for RP reasons might not know about this option at all.
