My i5-2500K can easily clock to 4.6GHz on air stable, though because I like my system to be silent I keep it at 4GHz (undervolted by 0,065mV).
With proper cooling you can get close or reach 5GHz on those chips, maybe even more if you got lucky at the silicon lottery. At that speed it will last until games actually use more than four cores effectively.
As for DX12, just forget about it for now. It was hyped a lot by AMD and some game companies, but in truth there is no decent DX12 implementation in games people actually play. DX11 still offers better, more stable performance overall. So much so that even on AMD cards the DX11 drivers are getting more optimizations now that they did the past few years.
Also don't count on DX12 making your mid to low range card beat a top tier card in the future. They may get a few percentages improvements with better drivers, but the truth is that video cards scale on amount of transistors you throw at a problem, not some code magic.
Anything out now will be a nice upgrade over the 560Ti you have, but don't go too low. You don't want your video card to bottleneck your CPU. Ever. Always get a video card that is as fast or faster than what your processor can handle and you will have a lot less performance issues in the long run.

OP,with your current system you should be fine just upgrading the GPU.I just recently upgraded to an EVGA GTX960FTW,and have zero regrets about it.

I actually just replaced the eVGA GTX 960 SC in my work PC with an eVGA 6GB GTX 1060 SC. I've been using it to play GTA Online, Overwatch, and Battlefield 1 at work. No regrets either.

You definitely don't need to upgrade that CPU, I myself I'm also running a 5 year old sandy bridge CPU, though it's an i7 2600k in my case, and pairing it with an RX 470 has resulted in flawless 1080p performance (I also upgraded from a gtx 560, so I know exactly the kind of boost you'd get if u go with that).
At most, upgrade the cooler on that i5 and overclock it.

AMD CPUs are trash for gaming once you get beyond a certain price point. I like AMD as a company infinitely more than Intel and Nvidia, but performance doesn't lie. The Bulldozer architecture had extremely weak IPC back when it was released in 2012, let alone now in 2016. If you want an AMD CPU, wait for Zen as that might offer an 8c/16t CPU with Ivy Bridge/Haswell level IPC at a reasonable price. The "AMD catches up in DX12" thing is a GPU thing, not a CPU thing. AMD's drivers are bottlenecked by the CPU, with DX12 removing much of the limitations based on CPU bottlenecking, AMD cards gain a decent performance boost whereas Nvidia stays about the same. Has nothing to do with AMD/Intel CPUs. Really the i5 2500K isn't all that outpaced. lilyenachaos , you would get much more mileage with obtaining good cooling, an appropriate Z68/Z77 motherboard (if you don't already own one) and overclocking your processor to 4GHz or so. It shouldn't be a long process. Many motherboards have an option to automatically do it. It's not the best or efficient method, but it's easy. If you have 4GB of RAM, maybe upgrade that to 8GB or 16GB. The only thing outside of that is to upgrade the GPU. The GTX 560 Ti has a TDP of 170w, so presumably your PSU is good enough to handle a GPU with that kind of power consumption. Something along the lines of RX 470/480 or GTX 1050 Ti, GTX 1060. The price structure and performance level goes something like GTX 1050 Ti -> RX 470 -> RX 480 -> GTX 1060. RX 480s and GTX 1060s are good enough to max out most games at 1080p 60 fps. But if you don't need the highest settings, you can save a bit of money going with a GTX 1050 Ti or RX 470. In anticipation of Fallout 4 being released last year, I had upgraded my video card and bumped up my RAM to 16GBs. I like having the graphics maxed out in my games.

Are some better than others? I stick with brands that have given me little to no problems. XFX is my preferred graphics card brand. If your EVGA hasn't given you problems, stick with that brand. I also look at reviews, especially the negative side of it.

Usually you can find what will fit by knowing the case model/manufacturer. You could also look up your current card and find out how big it is, to see what would fit. EVGA seems to be generally well liked and reliable, as well as responding well to customer issues (from what I've heard). I've never had a problem with any of my GPUs though, whether Sapphire (AMD), EVGA (Nvidia), MSI or Gigabyte (those are the ones I can remember).

EVGA is generally a very reliable brand. But I would stay away from their 1070 and 1080 cards. 1060 is fine I think but the 1070/1080 has a design flaw in their coolers that leads to overheating, burning graphics cards and exploding circuitry in some extreme situations.
I believe they have released fixes and the like but I would not go near the EVGA GTX 1070/1080 with a ten foot pole.
Again, the GTX 1060 should be okay but my personal preference if going for the 1060 is MSI, and XFX if going for the RX 480.

I think everyone had the same idea as me, though. Since just a few hours ago suddenly the one I wanted is sold out. Everywhere.
