If space is now becoming an issue or soon will be or for some other reasons, then a possible criteria is:
1- Inactivity
For example: - a thread inactive for two months gets canned - a thread inactive for 5 weeks but gets active is reset and the counter starts at zero again.
Of course, the famous "BUMP" posts may get in the way. Another one is to allow an "active" thread count of say 60. Anything above that gets removed. In this case 61, 62, 63... Active threads bubble up anyway.

If there are no active threads on the subject, I really don't see the harm in bringing a thread back. Previous information doesn't decay just because it's x months old, it loses value only from being contradicted by new information.
Having said that, "bump" post with no new input should probably be frowned upon.

This. ^ As a noob it was super off putting to post in a thread that was relevant to a game you were playing, not realising the date of the last post, only to get hate for necro-ing it. As long as it's relevant, why not let ppl post whenever they want? If they have a valid question or comment regarding the topic in hand then I for one would rather it appear in a previous thread, even years later, then start a whole new thread and everyone have to repeat themselves.

Two months seems reasonable, especially since we know a thread will be started on every conceivable topic from every possible angle over and over and over...irrespective of what is already buried past page 3 or so.

Depends on the activity. If the thread has only like 2-3 posts and hasn't been touched in a month or so, and then you get the OP doing a spam bump to make people notice it again.......that's a necro.
If it's a popular thread with at least 2-3 pages of posting and it's an ongoing subject, we could easily bump that one instead of creating more threads for the same thing.

Two months of inactivity seems like plenty. Maybe make it so people can ask a mod to link locked necro threads to a current thread if the topic/info becomes relevant again... perhaps using a spoiler tag to save on space.
