I think Avina will serve as some kind of ingame save import. In the 2nd briefing there were these MW archive terminals. Maybe there is a "complete our history quiz" minigame before interacting with them and then the information change accordingly.

Any way Cora and Peebee are tied at 27%.
Vetra is in third with 20%
Jaal has 15%.
