especially science, technology, and warfare.
Gameplay footage mentions how resources aren't abundant. This means we'll be fighting for them.
If we're newcomers onto the galaxy with limited numbers, I'm guessing we're ahead in development. Otherwise why wouldn't they be able to slaughter our limited numbers.
We could even be well ahead of them. Since this is game we'll inevitably kick all their azzes at the end of it.
How primitive do you expect Andromedans to be?
The waterfall homes concept art looked pretty advanced. It reminded me of the Sally home world of Sur'Kesh. Salarians have the greatest science in the MWG. Will Andromedans be our equals in development?

I find it hard to believe that in an entire galaxy they wouldn't find ALOT of planets with resources. Unless the new galaxy is very small

Its possible the region is simply not very heavily settled by anybody, and the "natives" don't have a major numerical advantage because they're just frontier colonies too. If the area has no mass relays, they wouldn't necessarily be in a position to call on mass reinforcements quickly, and the conflict might not be considered a high priority.
Also, Bioware generally hasn't emphasised technological advantage leading to military advantage. For example, the human victory in the First Contact wars, or the emphasis on Turian and Krogan warrior prowess over Salarian and Asari technological. Even the Reapers don't seem to have enjoyed all that great an advantage.

I have a feeling it's more like those worlds don't suit us biologically, thus the lack of resources. Or that most resources have been hoarded by the Kett. Or that a war happened in Andromeda and now there is a strain in resources because of it. Or that the Pathfinder simply sucks at their job.
Honestly, I hope the natives aren't too technologically developed, makes it much more morally questionable for us to be fighting them when they can't really fight back.

Don't forget that the Milky Way has been harvested every 50000 years by the reapers for god knows how long. The Kett and other species probably didn't have that happen to them, so it's possible that they may have used up a lot of resources over the millennia.
Technology wise the Milky Way had access to technology that jump started their species evolution and propelled them forward by centuries, again thanks to the reapers. Andromeda probably had to figure all of that stuff out themselves, so the tech gap may not be that large by the time the arks make it there.

Keep in mind that Andromeda races don't have mass relays and the Citadel to reverse engineer tech. On the other hand they don't have the Reapers, so maybe there are extremely advance species that reside on the other side of the galaxy.
