Don't forget that most of the developers are currently working on MEA and NewIP. In 2017 they'll still be working on DLC for MEA and NewIP, and in 2018 there might be DLC for NewIP as well as early development on the next Mass Effect.

I believe Bioware is trying to grow its studios to the point that it can work on three franchises simultaneously across three studios (Edmonton, Montreal, Austin) but sometimes the delays have more to do with how many people are free to work on a game. 

So, four years in between DA:I and DA4 doesn't mean it took four years to produce; actual full production might only take 2-3 years of that.
