Probably, though it's more likely it could be for Anthem expansions or DA4. I'd put those over Mass Effect stuff, that he'd be producing right now. Though, it would be amazing that they reveal it at the VGA's.

Yeah, but Anthem isn't exactly a secret anymore. I suppose expansions/dlc would be something "new".

Well, Bioware was always Edmonton two teams, with Austin handling SWTOR. Perhaps with Anthem reaching the last cycle of production, it's freeing enough staff to start work on something else.
Meanwhile, Mac Walters is still creative director of the Mass Effect franchise. And Sylvf is also on something unannounced. While the next Dragon Age is still unannounced, the staff usually say "something Dragon Age related".
So I hope it's really something new, even though it's a long way ahead. Perhaps Mass Effect, perhaps a new IP. Perhaps an older, wuxier IP.

That would be cool, but I suspect post-release content will be a big production for Anthem, at least if it really is supposed to be a Destiny competitor.

Bear in mind he's not the only one on the move. Emily (pentapod) tweeted yesterday about moving to a new floor (but no word as to what project) as well. And that means there's probably others as well. We'll just have to wait and see.
Regarding DA, many of the Devs working on it have not tweeted about it by name, or have DA in their bios, as it's still unannounced. It's mostly Mike, Mark, Patrick and co. who are less tight-lipped about it. The rest just kinda obliquely reference it, or are mentioned in association with the DA leads.
