While I would like the Andromeda to refocus on other species, the Project is too huge to be an undertaking in response to a smaller conflict. Plus, I think Andromeda stayed with the Counsil races story irregardless, so bringing the Batarians in the spot-light is unlikely.

No, it didn't. Bioware confirmed the time of launch as being after the events of ME2 but before the events of ME3. 2184 is before the events of ME2.
