While I would like the Andromeda to refocus on other species, the Project is too huge to be an undertaking in response to a smaller conflict. Plus, I think Andromeda stayed with the Counsil races story irregardless, so bringing the Batarians in the spot-light is unlikely.

It's possible. They may been planning to launch later, but events unfolded in such a way to make an immediate launch practical.

Resources and establishing a logistical link between the Milky Way and Andromeda is the reason why the Initiative was planned and launched. Yes, it is pretty damn silly when there's still 99% of the Milky Way Galaxy to explore.
