Nothing wrong with the Juggernaut, it's a good kit that offers a unique play style. The people that sucks at playing Juggernaut pretty much sucks at playing any other kit in the game, so I can't really see what's wrong with the kit.

And yeah, sigh at all the self proclaimed "1337 crew" around here that want kits they don't like removed, by including those kits/guns the game becomes more appealing to more people and ensures a larger player base over a longer time period, I might not like seeing Reegar/AIUs or TGI/Harriers in my lobbies either, but knowing that it ensures the game staying active longer I'll happily live with it.
