Nope.

All the Halloween stuff is up for sale for 3x the normal cost as a response to the heavy criticism the summer games got. Dunno if they'll be on sale after the event but at least for a few weeks people have a way to bypass the RNG. Wouldn't expect them to be available after unless Blizz suddenly has completely abandoned the stance they had about event skins having some nuance of rareness about them

Will the Halloween ones be available after the Halloween season is over?

Since Blizz got a thing about wanting to keep event stuff "rare" I'd guess that things will be unavailable once the event is over unless Blizz really, really backpedaled on their stance during the Summer event

Defense Mercy is easier for me, since there are things to hide behind. I try to stick in the back, and keep everyone topped off, especially the tanks, since they keep you alive the longest. Only go for Junkrats and Pharahs that go off on their own and whine "I need healing!" constantly when everyone else is topped off. 

Attack Mercy is a bit trickier, she's good on Temple of Anubis and Hanamura, but is more of a burden on Volskaya. Payload map attack is good up until the payload starts moving, then it seems like the target on your head is HUGE. So Mercy at your own risk. 

I wouldn't say I'm a Mercy "main," I'm a nobody main, but I have 18 hours of widowmaker and 16 hours of Mercy after that. My biggest trick with Mercy is to hide when I hear "Fire in the hole," "Nerf this," or "Justice rains from above." That way I can get 2-5 revives and really give our team an advantage. 

One last trick as Mercy. Don't forget you have a pistol! If a flanker is coming up behind you, and they're focusing on the Bastion you're powering before they switch to you, take out that pistol. You'll get more kills than you think! 

ApocAlypsE I play Mercy a lot, and I think the things I usually do (aside from what has already been mentioned):

1. If you have a Pharah on your team, try to just keep an eye out for where she is - she provides a good escape route if one of the flankers (like Tracer) are trying to get to you.
2. I tend to give heals to tanks first and foremost, but I will also prioritize characters that can not self-heal - so if I see a Mei and McCree both in need of healing I will go to McCree first (also, McCree is your best friend against enemy Tracers and Genjis).
3. Keep mobile! This is obviously true for all characters, but a Mercy that is not constantly flying to and fro is easy prey for flankers.
4. If you are not talking or chatting with your teammates you can use your pistol to shoot in the general direction of enemies you see trying to flank - you may not hit them, but it will alert your teammates.
5. If Pharah is ulting I will usually fly and heal her as she is a sitting duck and can be easily killed off, so your heal can give her ult a longer lifespan.

Speaking of Mercy

Mercy is getting a unique voice line added in for the Witch costume. "My servants, never die!" Awesome

Managed to nab the Symmetra vampire skin, it isn't the mercy one, but it's nice nonetheless.

I need to get that emote. Want to do the "put them to sleep/throw candy on them" troll combo.       Always makes me laugh when I see players do that.  

Most players end up around Gold or Platinum, so it's about average.

I'd say your rank is about what one could expect from solo queue.
