So, is he the third rogue then? Is his quest-line good? Will he be compatible with a Templar-oriented party? Does he look okay? Are his banters funny?

His story line absolutly worth (to me, of course). He's a Chantry-boy, a third son of a ruling family. He have promiscuous past, and religious/faitful and abstinent present. But he's have too much anger, desire and quite vengeful. So, I think, he's an interesting character. He annoing much people because his faith, and consider him a hypocrite (I think this is not so simple, but have some truth). He friendly toward Fenris, and want give him faith. Fenris like him.
I liked his banter, he have some humour, yes.
From his personal quest and his relationship with Elthina, you get more picture about the Chantry, and Elthina, and his position will important in the end of the game (or just more drama).

I enjoyed his personal quest and found a lot of his banter insightful/interesting/funny (though that goes for any and all DA2 banter, really...). He's definitely pretty and has a nice accent. His romance is a bit sparse if you decide to go that route.
And as an unapologetic Chantry boy he's very compatible with a pro-Templar party, though fwiw if you do side with the mages it's clear he objects to the Templars abusing their power. He also acknowledges that the Chantry has failed the elves. I think he's more self-aware than people realize, though like all companions he has his blind spots and biases.
He's a decent archer. You gain friendship with him if you go around helping puppies. He doesn't like Fade stuff or anything that seems to challenge the Maker. He gets an inordinate amount of hate in this fandom.

Haha, his banter with Varric, when he want to adjust Bianca ... I like that. And yes, he's a good man... want to be, but not always succeed, his vengefulness more strong, sadly. And true: he's only, who refuse the join to the Fade group – his argument is: "The Fede not for a Chantry-man", or something similar. Fenris have similar opinion from warriors, from himself, but he willing to join and help. He compatible all party, because we can see a faitful Andrastian viewpoint, and the opposite: dalish, skeptical, "apostate".

He's "Scottish" (err, Starkhavenish?) so his voice is distinctive. His first quest triggers in Act I but he can't be recruited until Act II.

I'm not a huge fan of Sebastian. He is the least interesting of all the companions for me, plus, Varric has the better archer tree imo. But that are personal opinions of course. He has a cool companion quest in the second act in a very creepy mansion (ok, DA2 has a lot of creepy mansions). And some really (sometimes unintenionally from his side) funny banter with Merrill (who explains the plotholes of the chant of light to him - really precious), Anders, Varric and Isabella. If you seek replacement for Isabella, I think it is possible to skill him as a dual wielder, but he will not get access to melee rogue specialisation trees like Isas Dualist or Assassine (for Hawke). Still you can build good characters without using the specialisations.

Thanks, guys, I decided to skip him, mainly because he is not available in Act I. Despite what I said, I finally got the DLC, and just played his quest for the first time. It's buggy, but the char himself is cool, so he is my go to rogue for DA2. his voice is not too accented, and fairily pleasant, and I like ranged now more than melee. Might even do a PT specially to romance the guy. but BioWare really have to frigging figure out that rogues neeed to open frigging locks. His 19 Cunning score sucks.
