Connecting some dots here, partly based on the timing of BioWare game publishing. Plus, what little is revealed in the 4 (of 6 videos) in the Andromeda Initiative recruitment videos (free Pathfinder Helmet for viewing all 6 videos, BTW). Watching the 'Arks and Nexus,' there's 20,000 aboard the Ark Hyperion. The Nexus is to be completed after arrival... which could easily be a part of ME Andromeda but also springboard for something else.

I get a sense that the recruitment concept could go well beyond just ME Andromeda, but possibly connected or parallel and across multiple platforms. Why this separate recruitment concept and page if you're already playing as Ryder?

January 31, 2017 - BioWare's Aaryn Flynn says on the BioWare blog:
March 2012, Mass Effect 3 is published and BioWare starts a new IP (not the Shadow Realm, because that was canceled).
Mass Effect Andromeda takes place in a only small portion of Andromeda - Helius Cluster. As others have pointed out, with only 2 or 3 new races (Thread - Where is everyone else?). Lots of room for expansion in other clusters and a whole new galaxy is an empty canvas for creative ventures.
With ME:A almost complete, BioWare will be able to focus on this new IP.
