To be honest it's hard since the Angara lean more towards economy and development from what I've seen and the Kett towards military power and weaponary...

The bad guys are ALWAYS more advanced. Not always, they might just have more advanced arms (stolen from Vaults perhaps), while good guys might be more advanced in other, more peaceful aspects. Or the bad guys might not be advanced at all and are fighting with sheer numbers and raw force (thinking of Zerg here as example) or superior tactics and better leadership.

That's a tough none... advanced how? I'm kind of leaning toward the Angara being more advanced culturally, where perhaps the Kett have more military might thanks to their appropriation of Remnant tech and the majority of their resources going toward that. There's just something about the bone growth armor and organic weaponry that gives me a rather primitive vibe. I get the feeling that when we look at the Kett we're maybe seeing something like the Krogan, where you have a fledgling civilization 'uplifted' by tech that isn't necessarily of their own making. Where perhaps the Angara have been around awhile, so that's where you're going to see advancements in the arts and science and politics and general living standards.
However, I could also see it being the opposite where I'm getting tribal vibes from the Angara, and where the Kett are experiencing a post-tech era dystopia of sorts... Hmm... That could be interesting too.
I voted for Angara, but, I could go either way.

I'm sure they're both strong in their own ways. I do get the vibe however that the Angara are in a sense bullied by the Kett and immediately join forces with the Pathfinder and the Milky Way species in order to shift that balance of power.
