Perhaps he'll be a tyrant having created his own settlement after leaving the Andromeda Initiative and going rogue. That would be someone similar to Jacob's father in ME2.
If I recall, correctly, there was another group of Milky Way races that left the Andromeda Initiative and created their own settlement on a planet. Sounds like the Andromeda Initiative isn't working out too well and is rather unstable.

It's possible he will be an NPC contact for the player like how Reyes is going to be. Maybe on each planet we have different characters helping us on our missions and stuff.
