My problem with it is boosting up in the air and hoovering during combat. Why would you do that? You're basically screaming "HEY! SHOOT ME!" The enemy was aiming where you were, not where you are. Sounds like every MP pug this past week

I haven't seen anywhere Cora could hide a jetpack. Though maybe she uses that Biotic Leap ability that Adepts get. Liam is the only one with an obvious jet pack. Cora and Peebee could using the biotic equivalent, but Vetra and Drack doesn't seem to have jet packs and neither is a biotic.

You want the likely truth? It's difficult to have AI use something like a jetpack as efficiently as a human player. The pathfinding would probably break and its entirely possible they'd end up being useless in combat.
There probably wont be a lore reason for it. Im not too bothered by it honestly, Id much rather the AI stay grounded so that I can keep an eye on them.

That'd be ironic, since the it was a turian that introduced us to the first jet boosters in Mass Effect.

This being a game, the AI won't key on you immediately (or maybe ever) and take advantage of you being uncovered and vulnerable. Otherwise, they wouldn't point this out as some "fun" battle mechanic.
