From PCGamesN article
Excerpt: BioWare's been downplaying the "story gating". It is very much there, just tied to each planet rather than a main base. Now it's called "Planet Viability" and it's counted in percent. Get a planet to 100% by completing all its core story quests and advance the main plot by helping settlements on various planets. This is essentially the power-system from DA:I. The difference is that you don't need a score to unlock areas and you gain scores by completing story-relevant quests to an area rather than a generic score that accounts for everything. For example, DA:I would put you in the Hinterlands and only completing a handful of related quests like Templars vs Mages was not necessarily enough, but you could also skip those and complete "find my ring" quests and that advanced the story too... somehow. They set up main plot goals but then you'd reach a roadblock upon finishing those because an arbitrary goal of "get x amount of power" set in. Basically I expect BioWare to count some planets as part of the main quest then despite being exploration zones. However, I also expect at some point you complete the main quest goal and then it arbitrarily switches to "help Kadara: 15/40% reached"

The problem I have with these previews is we know they encountered the system, but we don't know the real context behind them. For we might get that mystical 40% needed by just completing the critical path on those planets we need to build an outpost on. Its why I tried to avoid a lot of them because it felt to me that BioWare primarily wanted to show of combat and skill systems and hide as much of the story and progression so it wasn't "spoiled".

A little aside from the main point of the topic at hand, but that is the second time that I have read mention of a planet being un-inhabitable and that Remnant tech is the likely culprit. Which of course begs the question as to what the Remnant's purpose is in all of this.
Hmm, it would be interesting if the Remnant are more akin to a Von Neumann replicator designed by a species: quite different from the humanoid norm: to terraform planets into environments more suited for them while at the same time cataloging any indigenous lifeforms it encounters on said planets. Well it certainly would be more interesting than ancient machines that kill us because we will eventual build machines that will kill us at any rate.

Perhaps we need a solution that stops synthetics becoming a threat to organics. Maybe SAM could think of something for us?

I don't really mind it all that much so long as the missions tied to habitability are interesting. If they're boring then it will likely get on my nerves, if not, then it's fine.

We're lacking proper context on how this will work, so it's hard to say much about it. IMO the problem with the power system in DA:I was no so much that quests were gated behind other quests, that's how a game works after all, but that it felt arbitrary, and a poorish representation of how an institution like the Inquisition would work. You are not powerful enough to go face the Templars? No problem, fetch 10 deer pelts to that guy, and you're good to go.
Having planets to be viable as part of the main story, however, makes a lot more sense given the known goals of the Andromeda Initiative, so it shouldn't be a problem as long as the related quests are fleshed enough.

The thing that reviewer came across is indeed a mechanic in the game, but no, it's not a systemic gate on progression through the main story like Power in DAI was. If you want to go directly through the crit path without delving into it, you can.
