While there are, as posted. several options available. I don't think we'll see any.
Since BW stated they want the new game to be accessible as possible to new players, I don't think putting in cameos from previous games would work very well. Those that never played the previous games would not get the reference and likely be confused more then anything else.

That said, I'm sure certain references will still be mentioned in the game as little in-jokes.

I remember some people speculating whether his name could be an homage to 'Plainclothesman Elijah Bayley' from Asimov's Robot novels; though I doubt it.

Doubt it, Andromeda is essentially a reboot for the series while still allowing the events of the trilogy to exist. We might get passing remarks and codex entries of events that happened in the trilogy, but nothing like actual characters from the first Mass Effect.
