Not sure if answered but the guy in this video makes it seem like you can beat the main story and only get to level 28. Supposedly he plays PB's loyalty mission after beating the main story. This was obviously an early dev build so I suspect he didn't really beat the main story. Go to 6:03

There was a discussion about this video already.
they probably just played the so called "critical path" which is only main story missions and probably on an easier difficulty judging by how that guy plays on normal.
i wouldnt worry about it that much, if you only intend to play the main missions, you would probably have a worse gameplay experience and automatically wont reach a high level.

There's also three things to consider. Firstly, one of the producers mentioned that it would take roughly 15-20 hours to complete the main story questline if you were to beeline it through the game. This is pretty consistent with the previous games. Its possible to beat Mass Effect 1, 2 and 3 at a relatively low level compared to a 'normal' playthrough of a Bioware game. (normal meaning taking on side quests, talking to everyone, so on so forth). He also mentioned that if you were to do a normal playthrough of the game it could take between 20-120 hours.
Secondly, I think it was Ian Frazier? (possibly Mike Gamble), mentioned that you could, in theory, get every skill in the game by the end of the game if you were to do a completionist run.
Lastly, its also possible that IGN misspoke when talking about it. That might not be the case but it's still something to keep in mind.
Either way, if they did happen to completely finish the game by level 28 it was most certainly a beeline playthrough. If you're a fan of other Bioware games than you know as well as I do that you don't beeline a game like this, you take your time. So don't worry too much about the players level in this video.

Actually, IIRC, you had the ability to level up all skills but they weren't sure if you would have enough skillpoints in one playthrough. They did say they can guarantee maxing all skills in a NG+

It is incredibly unlikely that the producers let him play through the entire game, when the game itself was not even finished.
Most likely, he played through some of the critical story missions, and then was given a character with "enough" skills & items unlocked to play some of the other missions.

Yeah, the guy said on reddit that he was handed a save file and that was the first level he played. (hence him sucking at playing the game)

As I said yesterday, everyone's taking his statement out of context..
He was specifically talking out the encounter with Krannit in the loyalty mission taking place after all of the main story missions where Krannit shows up being complete.

Go to 6:03 as I said before At 28, even if it seems a low level, a focused player could have maxed out a lethal vanguard build That said...I so cannot wait to max everything out in NG+

To be fair, you can beat ME1's main story and only be at level 30. I beat DAI's main story (no DLCs) at level 18, or something around that level. So I am not really surprised about this. But I am pretty sure this is just a "test save", and if you beat all the loyalty missions and side quests you would be at a much higher level.

Well....in comparison to other Bioware games, ME1's cap was 50, ME2's at 30, and...well depending on whether a save file transfer was done, ME3's at 60 (though you may not earn all)
Inquisition caps at level 27.
To be fair, Inquisition's levelling is easier because each skill point is worth just one point while in ME, you need to spend more points to earn higher abilities. Of course you do earn more points per level than from DA

This guy did not beat the main game at level 28. He didn't even beat the game at all, as he was given this save file to demo (part of the reason he was terrible).
Folks are also taking this out of context because what he meant to say is that he did enough of the Critical Path to unlock Peebee's mission. He did not beat the entire main story.
You'll all see soon enough on March 21. We also already had this topic a few days ago, so lets put this to rest for good.
