It's a black hole, ripped off from the visually interesting depiction of one in Interstellar. Sadly the artist(s) who worked on it didn't fully understand how the image in Interstellar would actually work in three dimensions, therefore what they've created is fairly comical/cartoony homage instead of a true development of the concept. They've basically made the gravitational lensing visual effect look more like a static physical object, giving the black hole a very odd appearance.
Having said this, if I play the game and find that the lensing effect varies depending on which angle you view the map from (i.e. top down makes the accretion disk look flat but a side-on view makes the furthest side distort into a lens) then I'll take this all back and applaud Bioware as brilliant.
