And by that, I mean, will Ryder be presented with different options (dialogue, interrupts, etc.) or be talked about in a different way depending on which skills we choose to level?
For example, biotics.
If we train our biotic skills, will we be acknowledged by other characters as a biotic? Will we have biotic interrupt options? Will Scott and Sara be treated as biotics by default, even if we never train the skills? Or will player biotics simply not be mentioned and only exist in combat?
I ask because, while I understand that it might be difficult to properly take the skills we choose into consideration during non-combat parts of the game like dialogue, I think that acknowledging as much player choice as possible enhances replay value and role play options. Although I also understand that this can be complicated by the fact that it can eventually become possible to level up everything.
I'm personally guessing that acknowledgement of Ryder's skills is going to be an all or nothing type deal, either Scott and Sara are always treated as biotics or their biotics are never mentioned, but I'm interested to see what other people think.

Most unlikely.
I mean; you can respec Ryder whenever.

Hmm....Maybe. We had little acknowledgments given to us in the MET. Example, Specialist Traynor would say something about Shepard being a Biotic.

It's possible given back in the trilogy our skills and backgrounds were ackmnowledged in places although mostly only fleeting though after ME1 but I don't think we'll really know until the game is out though as Bioware are kind of keeping the story under wraps and not really giving us much if any details about it.

I doubt they would have NPCs acknowledge something that can be changed at any time. I think the best we can hope for is a throwaway line about our chosen Milky Way training pick (Security, Biotic, Technician, Leader, Scrapper, Operative).

The problem I see with it in ME:A is that we can respec almost whenever we want.
So it feels like any sort of dialogue based on skill choice will just encourage people to respec specifically for dialogue rather than enhancing the RP.

No. BioWare already stated that dialogue choices are not going to be locked behind any game systems, whether that is class, moral spectrum, or otherwise. The intention is to give the player more freedom, not restrict him/her behind arbitrary systems.

That's my only real problem with the new respec system - the little class-specific bits were few and far between, but I always enjoyed any special dialogue that was meant specifically for my character. Now there are just far too many options for that, I guess.
Hopefully it's at least acknowledged that you're a biotic if you use them sometimes.

I would sure hope so. At least at a basic level. It always bugged me that I had a badass vanguard Shepard on a team with a few biotic wizards, and then there would be dialogue like "Derp, wutz biotics?" or "oh noez. they haz a biotics. wut is we go do?"
I could forgive it a little in cutscenes where Shepard would get bitchslapped by biotics, but even that I found to be kinda weird. Like, you're a top titties soldier in the entire galaxy and yet the cut scenes show you completely unable to handle biotics in combat sometimes.

To be fair it is pretty arbitrary if they make it affected by a choice that you can change at will. It would just become a game of "Okay, I need to switch to Adept to get the special dialogue for this conversation". Dialogue based on character skills only works when I can't change my character's skills on a whim, or when I can't just get every skill maxed out eventually.

For whatever reason, I can only remember I think one scene in ME2 where that happened, but literally every scene in ME3 I was using the default Predator/Avenger etc. crap.

I am guessing Ryder is considered to be a biotic regardless of whether the player invests any points into biotic abilities or not. I would think that dialog won't really ackhowledge our combat style since we are no longer locked into the old class system. Still not sure how I feel about that.

Since everyone's bringing it up, the only reason it worked for Shepard is because they are military veterans who had long since settled in their specializations before we get control of them. Ryder's, having no real experience up until becomnig Pathfinders, are essentially choosing their specializations through the game.
Considering you can go through the whole game with a mismash of abilities that don't necessarily complement each other, I doubt there'd be specific lines since far too many of them would be like "Shit, you're all over the place! I don't know how you get things done."

The new system means every Ryder is Biotic, tech or soldier by default regardless of whether you only play around with one or the other skill tree, because it's the SAM implant and default canon this time that says Ryder has it all in him, so I expect to see a cutscene of Ryder using Biotics at some point even though I'm specializing in tech abilities.

Forcing players to go full paragon or full renegade in order to unlock certain dialogue choices is a lack of player agency, not more. If the player is not free to choose which dialogue he/she wants, because of some arbitrary lock, then it is to their detriment. BioWare isn't interested in having another TIM dilemma, where one wrong decision can completely lock you out of content tens of hours later.

Yeah I don't see it happening. Though they may reference the starting choice that we make (I forget the proper term for it but at the start you can choose one of like 6 training backgrounds which give you an initial boost with some skills).
